Motorola’s quick response in supplying the radio equipment and base stations during the Sichuan earthquake ensured that rescue teams were able to concentrate on helping the people, and not have to worry about the stability of their communications technology and infrastructure.

Chengdu first partnered with Motorola to deploy digital trunking technology in 2004 to establish the government emergency communication system, which covers the downtown area. Since its implementation, the network has provided stable and reliable support to daily dispatch, command and control for city management departments, such as public security, fire control, traffic police, emergency rescue and city administration.

In 2009, the Chengdu city government decided to upgrade and expand on the scope of the current system and establish the first Government Radio Network (GRN) in Western China. This initiative will strengthen the emergency communications system and enhance its capacity in times of crisis and emergencies such as natural disasters.

In fact, it was Motorola’s TETRA (TErrestrial Trunked RAdio) system established in 2004, which formed the critical communications backbone during relief efforts for the 2008 Sichuan earthquake. Motorola staff and Chengdu government officials relied on the network to co-ordinate emergency rescue teams, 120 relief centers, local hospitals and public security bureaus.

One of Motorola’s TETRA base stations residing at the Sichuan Emergency Command Centre was so hardy it withstood the impact of the quake. The robust and reliable communication platform ensured that rescue teams were able to concentrate on helping those in need during times of crisis, and not have to worry about the stability of their communications technology and infrastructure.

Motorola’s quick response in manufacturing and supplying the badly needed radios equipment and base stations to ensure smooth public safety critical communications earned praise and commendations from government officials. The Chengdu Mayor, Ge Honglin, applauded Motorola’s relentless support, donations and quick response to the rescue teams and victims of the quake.

The Sichuan incident has also prompted the authorities to re-evaluate, expand and enhance its current system so as to be well prepared for the future.

Today, Motorola has successfully deployed a TETRA digital trunking solution establishing the Chengdu Government Radio Network, the first GRN in Western China. The 800MHz digital trunking communication system covers all urban and suburban regions of Chengdu city and was officially launched in October 2009. The system includes 56 fixed base stations, two mobile base stations and supports up to 20,000 users.

Preparing for the Future
The Mayor and the leaders at Chengdu Information Office stressed the importance of Emergency Command and Communication system and how interoperability is a key feature that ensures a robust communication system between government departments in the long term.

Liu Yong, director of Chengdu Municipal Informationization Office, said, “The 800MHz digital trunking communication system will enable interoperability and a more reliable communications service between various public service departments in Chengdu. The new GRN system would enhance collaborative efforts between government departments and increase responsiveness and reliability.”
